Fred Payne

Leader, Vendor Management Office, Maryland Department of General Services

Fred Payne is an international business executive who has successfully led Engineering, Project, Program, and Portfolio Management operations in corporate roles with leadership development, customer and client relationships, strategic planning, change and transformational management, and merger and acquisition integration by focusing on performance excellence in a variety of roles as Corporate Director/Vice President Engineering and Program Management in both Commercial and Aerospace & Defense businesses and as President of a non-profit focused on Complex Project Management. Fred currently is the leader of the Vendor Management Office (VMO) within the Office of State Procurement (OSP) in Maryland USA.

The VMO is a Maryland State-wide vendor-centric office that delivers value to our customers by measuring, monitoring, and reporting so that Maryland contracts are delivered with the appropriate level of quality in compliance with contractual obligations. The VMO provides leadership in OSP’s contracts and vendor management functions by developing and directing the systematic management and approach for the effective assessment, development, usage and quantitative and qualitative performance of all strategic enterprise suppliers and their associated supply chains.

Fred was named a Top 50 Power Program Management Leader by the Project Management Institute (PMI). He is a past chair of the PMI Global Corporate Council. He holds a BSEE and an MBA focusing on Aerospace Management from Fairleigh Dickinson University, in addition he holds a Graduate Certificate in Program Management from Stevens Institute of Technology. He was appointed by the Governor as a Maryland Transportation Commissioner from 2015 thru 2019.
